In the era of knowledgebased economy, the cultivation of talents and the development of man's ability are of increasingly decisive significance to the competition of the comprehensive national strength. As for China, it has to give priority to the development and management of its labor resources so as to achieve its grand aim of realizing the modernization and to attain the sustainable development.
