With the analysis of problems existing in management system of railway joint ventures, the countermeasures of reform in property right system have been raised. Only by implementing the reform of property right system, constructing plural investment subject, widening the channel for circulating funds, introducing the market mechanism, regulating the management and safeguarding the lawful righs and interests of all investors can the railway joint ventures develop continuously and healthily.
