东风水电站小梯调管理模式初探

Preliminary Study on Management Model of Cascade Dispatchingin Small Scope Conducted in Dongfeng Hydropower Station

为保证东风水电站安全运行和满足在建的洪家渡、索风营水电站施工安全的要求 ,对这 3个梯级电站采取了小梯调的管理模式 ,即在保证东风水电站安全运行的前提下 ,充分利用东风水库的调蓄作用 ,搞好在建电站的施工期洪水预报 ,确保梯级电站汛期施工建设安全 ,顺利实现了 2 0 0 2年这 3个梯级电站的联合防洪度汛任务。实践从而证明以东风水调为中心、洪家渡和索风营为分中心的水务小梯调管理模式 ,不但可提高水情预报成果精度 ,节省人力、物力资源 ,为在建电站的汛期施工建设创造有利条件 ,减少电站的建设和运行管理成本 。

In order to ensure operation safety of Dongfeng Hydropower Station and satisfy construction safety of Hongjiadu and Soufengyi Hydropower stations under construction, management model of cascade dispatching in small scope is used in the three stations. This is that under the condition of ensuring operation safety of Dongfeng, fully using pondage action of Dongfeng Reservoir, improving flood warning service work during construction period for the stations under construction, union flood control task of the three stations was smoothly completed in 2002, to ensure construction safety of the two stations during flood period. The practice proves that the management model not only improved the accuracy of flow regime reporting, used manpower and material resources sparingly, created a favorable conditions for construction of the station under construction during flood period and reduce the cost of operation and construction of the stations, but also lays a certain foundation for inquiring into cascade dispatching and management of the Wujian River Basin.
