小康,对中国人来说,既是一个古老的梦想,又是一个现代的理念。在中国共产党的领导下,中国人民经过半个世纪尤其是近20多年的奋斗,终于在上世纪末实现了总体小康。当进入21世纪之初,党的十六大提出了用20年的时间全面建设小康社会的战略目标。2003年是农村全面小康建设的开局年,在新一届中央领导集体的正确策划和指引下,各级党委、政府和广大农村干部、群众敢于拼搏,善于创造,逢凶化吉,转危为安,既形成了辉煌成就,也取得了初步经验。

It is not only an old dream,but also a modern idea for the Chinese to realize the Well-off. With the leading of the Party, Chinese people have realize the general Well-off society at the end of the last century through the hardwork of half of a century especially the late two decades.At the beginning of 21st century,the 16th conference of the Party had advanced the strategic aim to construct the Well-off society in all-round.The year of 2003 is the first year of constructing the Well-off society in rural area,with the leading brilliant planning and directing of new centrual leading collective all concils of Party, governments, numerous cadres and people dare to go all out in work.They are good at creating.The have overcome all the dangers and pull through.They have not only got the glorious achievement,but also the primary experience.
