西部大开发,重庆作为西部唯一的直辖市,要发展经济,人才是关键。而重庆人口多,但高水平人才却很少,年龄构成失重,区域分布不合理,而且人才建设严重滞后。存在这些问题,是由于重庆人才观念淡薄,经济发展不平衡,况且没有完善的体制和机制。针对这样的状况,重庆制定了一些优惠政策、以优厚的待遇吸引外来人才,并充分利用自身的优势培养出优秀的人才。但是,采取这样的策略,仍然无法满足重庆经济发展对人才的需求,因此还应从不同角度加大引进人才和开发人才的力度。
