In the transformation period, poverty in cities and towns is becoming an increasingly obvious social problem. For the modernization, poverty in cities and towns has not only some positive influence but also much negative influence. It will restrain the economic development, shake the Socialist values, endanger the Socialist purposes, and affect the national stability.
