中国共产党第十六次全国代表大会指出了在21世纪头20年全面建设小康社会的奋斗目标。这是对邓小平理论的延伸和发展。本文就全面小康的科学内涵、我国社会所处的历史阶段以及全面建设小康社会的重点和难点等方面进行论述。

To build a more well-off society in the first 20 years of this century was put forward in the 16th National Congress of the Communist Party as a goal to construct socialist China. It was initiated by late leader DENG Xiao-ping and it was developed according to his theory. This article mainly discuss the problems we are going to meet in the course of building the well-off society. It will explain the scientific connotation of this conception and the focal point of the work during the primary stage of socialism in China.
