全面建设小康社会,是党的十六大确立的本世纪头二十年的奋斗目标。本文根据十六大报告,从制度保障、 激励机制以及改善创业环境等方面对实现财富的创造与增值提出了若干建议。

Building a Well-off Society in an All -Round Way is the development objective up to 2020, as set at the Sixteenth National Congress of the CPC. In accordance with the report of this Congress ,this paper offers some proposals of system protection , mechanism inspiritment and carving -out circumstances for realizing creation and increment of weath.
