权力的连续、有序、稳定传递是政局稳定的关键。在实际传递中,往往由于多种原因使权力失真、变形、扭曲、中断、停止,致使权力失效,形成权力裂变。权力裂变是由权力变异、文化冲击、执行偏差等因素造成的。权力裂变虽是不良现象,但通过权力调整可以减少、弥补权力裂变产生的不利影响。

It is a key with steady political situation that power is transmitted in succession,in order,steadily. Actually,various factors make power distorted out of shape twisting, break down,stop etc. and cause power lose its efficiency, form a power fission. Power fission is caused by variation of power, cultural shock,errors in power carrying out, such as deviation,etc. Power fission although is a bad phenomenon, regulation can reduce or remedy power adverse effects that fission brings about.
