摘要
人力资源生产要素在国企中的地位越来越重要,但由于国企人力资源配置的固有缺陷,人力资源的作用未能充分发挥。笔者在分析当前我国国企人力资源沉淀现象的基础上,对其成因进行较深入的剖析,并提出了解决人力资源沉淀问题的构想。
The personnel resource, as a kind of production elements in state-owned enterprise, becomes more and more importance. But the inherent defects of human resource configuration in State-owned enterprise have decreased the function of human resoure. After analyzing the phenomenon of human resource precipitate in state-owned enterprise, the author analysis its reasons, and bring out some solutions to them.
