Two Essential Factors of Ruling Trust——Thinking of the Problems Concerning Ruling Trust in Contemporary China

执政信任是执政合法性的基石,是政治文明的重要标志,是执政者的政治灵魂和政治生命。现代社会执政信任的基本要素可以分为基础性因素和相关性因素两大类,前者包括执政公正、执政信用、执政能力和素质,后者包括执政者与民众之间的信任、制度化的民主、规则和法治。

Ruling trust is the cornerstone of ruling legitimacy, the important mark of political civilization and the political soul and life of the Party in power. The essential factors of ruling trust in modern society can be classified into fundamental factors and related factors. The former includes fair ruling, trust ruling, ruling capability and quality while the later includes the trust between the ruling Party and its people as well as the systematized democracy, regulations and the ruling by law.
