Defending the Authority of the Constitution ——As Seen From the Amendments to Article 17 of the Constitution

我国现行宪法至今已经过三次修改。1999年的宪法修正案第十七条将过去的“反革命罪”改称为“危害国家安全罪”。围绕着这一条修正案,学术界特别是宪法学界展开了热烈的讨论,其中的一些观点,暴露了一些值得我们思考的问题。本文针对这些问题,表达了作者自己的一些看法和认识。

The existing Constitution in China has undergone three revisions. In Article 17 of the 1997 Amendment to the Constitution, 'crimes of counterrevolution' was modified as 'crimes endangering national security'. This modification has been in heated discussion in the academic circle, esp, in the field of the Constitution and some ideas reveal several problems worth our attention and thought. This paper just clarifies some of the authors' conceptions in this aspect.
