清江流域梯级电站建设投资控制方法

摘要 清江梯级电站是按照“业主负责、建管结合、流域开发、滚动发展”的开发思路进行建设的。前一个电站建成后的发电收益将作为下一个电站建设的资本金来源 ,工程造价控制水平将直接影响电站的固定资产投资规模以及发电后的上网电价水平和电价竞争能力 ,因此也必然影响梯级电站建设的滚动开发能力。梯级电站建设的投资控制必须从工程项目前期评估、市场分析和预测开始 ,在项目预可研阶段、可行性研究阶段、招标设计阶段、直至工程施工期等各个时期、各个环节统一考虑。 The Qingjiang cascade projects are being developed under the guiding idea that the owner of the cascade projects is in charge of developing and managing these projects one by one and at last completing all the projects development of Qingjiang river. Thus, the work of engineering cost control of former project will not only influence its investment of fixed assets and competitive capability of electricity price, but also the sustainable development of next projects, so the work of engineering cost control must be studied in every stage (prefeasibility study, preliminary plan, inviting bids, construction period, operation period)carefully and comprehensively.
