20世纪90年代,公共管理学在国内开始兴起。自改革开放以来,中国社会科学的蓬勃发展,尤其是行政管理学的崛起,为公共管理学的兴起奠定了坚实的学科基础。市场经济的发展、行政改革的深化、第三部门的成长、MPA教育的开展是公共管理学兴起的深刻社会背景。同时,在全球化的大背景下,公共管理学的兴起一定程度上还受到来自西方国家的影响,西方国家行政改革的方兴未艾和新公共管理的发展则是国内公共管理学兴起的国际背景。
