Practicing “Three Represents” Theory and Protecting Water

分析了长江水资源面临的问题，提出了要以“三个代表”重要思想为指导，与时俱进，更新观念，深化对长江水资源保护工作的认识；创新治水思路；尽快组织制定长江水资源保护总体规划、建立流域政策法规体系、强化水资源保护监督管理、建立适应市场经济体制的投资体制和坚持人和自然生态的协调与和谐等。

Problems concerning the Yangtze valley water resources are analyzed and the following propositions are put forward: to renew our ideas and deepen the cognition of the protection of the Yangtze valley water resources under the guidance of 'Three Represents' theory; to create new ways of preventing floods by water control and to work out a comprehensive plan for Yangtze valley water resources protection, to set up a policy system of law and regulation, to intensify the monitoring management of water resources protection, to establish investment policy suitable for market economy system and to work towards the harmony between man and nature.
