摘要
长江流域是我国可持续发展的重点地区,对防洪有更高的要求。为了进一步提高长江的整体防洪能力,在兴建三峡工程之后,持续兴建具有防洪能力的水库是最有效的措施之一。长江上游的许多水电站,有条件承担中下游的防洪任务,只要正确处理好发电与防洪的关系,不但不会影响其经济性,还有利于早日建设。按照文中提出的一些原则,以金沙江梯级水电站为例,提出了预留防洪库容的初步设想。
A number of planned hydroprojects in upper basin of the Yangtze River have large reservoirs. If the contradiction between power generation and flood control can be solved correctly, these reservoirs could provide a large quantity of storage capacity for retaining flood water, so as to lighten the flood disaster in the whole river basin. As an example, a tentative idea for developing the Jinshajiang cascade hydropower projects is presented.
