日本素以“教育立国”著称 ,教育曾为经济高速发展发挥过重要的作用 ,特别是在高等教育的大众化方面也创造了自己的模式。然而 ,面对新的形势和发展环境 ,日本提出了“科学技术创新立国”的口号 ,意在重构教育价值取向 ,进行教育改革和制度创新。

As Japan is known for its slogan 'Developing the country on education', education has played an important role in the high-speed economic development.Particularly, it has established its own form of the popularization of higher education.Nevertheless, faced with the new situation and developing environment, another motto, that is, 'developing the country on scientific and technological innovation' is raised in Japan, in order to reconstruct the preference of educational values and reinforce the educational and institutional reform.
