关于国企股份制改革中“托管”问题分析

An analysis of "Trusteeship" in the Reform of the system of shares of Capital Stock in the State-run Enterprises

产权单一作为国企弊端的根本症结所在 ,决定了国企股份制改革的方向。基于公股为主导的国企股份制改革思维模式而产生的控股企业困难重重 ,从而累及股份制企业。“托管”是解决上述的途径之一。但它并未能从根本上解决国企股份改革中所存在的缺陷 ,依然存在着诸多问题。为此 ,国企必须分离社会职能 ,重新界定国有经营领域 ,加快产权多元化改革 。

Mono-property-right,being the crux of the disadvantages in the state-run enterprises,determines the orientation of the reform of the system of shares of capital stock in the state-run enterprises.Based on the mode that takes the public share as the dominant part,the holding companies are now facing various difficulties,which affect the enterprises. 'Trusteeship'is one of the ways to solve the above problems,but it cannot solveall of them.Many problems still exist.In order to solve them,the social function must be separated from the state-run enterprises, the scope of management must be defined again to speed up the reform of multi-property-rights,and perfect, the company management structure of legal person.
