通过回顾国内、国外图书馆立法的历史与现状，可见我国图书馆法制建设已落后一些发达国家很长一段距离。因而制定一部统一的图书馆法已到了刻不容缓的关键时刻；它是保障图书馆建设和发展，保证科教兴国战略国策实现的重要条件。

After reviewing the history and present condition of the library legislation both abroad aid at home ,we can see that the construction of tire library legal system In our country has fallen far behind the developed countries. lt's the critical moment that we should make an uniform library law which is vital to guarantee the library construction and development, and reaize the policies of the national prosperity by scierce and education. The legislative priaciples and concept of this law are discussed this in this article.
