本文从全面建设中国特色的小康社会、切实提高领导水平和执政水平、真正实现“三个文明”协调发展三个方面论述了提高政府公共决策民主化、科学化、法制化程度的重要意义。提出公共决策过程中扩大公民参与是实现人民愿望、满足人民需要、维护人民利益的重要途径。

This paper attempts to illustrate the significance of the democratization,rationality and legality of the government’s public policy making in the market economy in accordance with the goal of building a well-off Chinese society. It is noted that citizens’ participation is the key.
