行政许可制度是行政处理的一种重要形式,是市场经济中政府加强宏观调控的重要手段之一。目前我国行政许可设置过繁、运用不当,缺乏确定性程序规定,成为滥用行政权攫取行政团体私利、滋生各种腐败的温床。因此,加强行政许可的法治化建设,使政府的管制行为不仅有法可依,而且有良法可依己成为当务之急。

Administrative permission system is an important administrative conducting form and one of the significant means for the government to strengthen its macro-regulation in the market economy. At present, the superfluous set-up, improper usage and lack of specific program rules in China's administrative permission have become the breeding ground for some administrative organization to play their own game and a hot bed for creating various corruptions. Therefore, it's highly urgent to reinforce the legalization construction of administrative permission so as to provide law basis for the government's controlling behavior.
