文章明确地提出民办高等学校的董事会是学校的最高决策机构 ,校长是学校的法人代表 ,执行董事会的决议 ,并负责学校的教学。
The author considers directorates should be the highest policy making organ and presidents of universities are legal representative who answer for daily work including teaching and finncing.
