从管理学角度看农民负担形成的原因有:政策上的欠债、体制上不合理、制度建设上不科学、决策机制不能反映农民需要和监督审计机构不力。可分别从政策、体制、制度建设、决策机制和监督、审计机构改进方面采取对策。

There are many reasons for farmers burden but the main five are as follows: farmers'debt in which the policy of goverment leads to be, unfair systems of organizations, unscientific institutions, the policy -making mechanism that can't reflect the farmers' needs and the anditing institutions whose work haven't effect. In accordance with reasons, aboved, we should take differnet countermeasure against each element.
