作者从工程建设项目不同阶段的投资含义出发,分析了3个阶段不同的工程项目投资内涵,从市场经济的角度论述了在传统计划经济条件下的工程投资中存在的问题,并提出了改进方法和建议。

Beginning with the meanings of investment in different phases of engineering construction project, the author analyzes the different connotations of investment at the three phases, states the problems in the engineering investment under the condition of traditional planned economy from the aspect of market economy. The improvement methods and suggestions are also put forward in this paper.
