官员挟私报复犯罪者 ,古今都有 ,危害之大 ,高于其它犯罪。这种犯罪产生的主、客观原因 ,不外于“三欲”、“二盲”和“一个条件”。遏制这种犯罪的办法应从经济、政治、思想、法律和制度着手 ,综合治理 ,严刑重罚也是必要的手段 ,更应加强对官员的科学管理。

Officials, who commit retaliatory crimes by harboring grudge, can be seen from ancient times to present time.The crimes have such a massive harm that they surpass many other crimes. The arising reasons , subjective and objective , of this kind of crime, can be delimited within 'Three Desires', 'Two Blindness', 'One Condition'.To curb this kind of crime, political, ideological and legal systems should be taken for synthetic administration. It is required that such necessary methods as draconian penalty and punishment be taken , and scientific administration on officials be strengthened.
