犯罪对策的制定是控制犯罪最重要的环节 ,但指导犯罪对策的理论 ,可以是刑法学的 ,也可以是犯罪学的。刑法学主要研究犯罪的刑罚 ,有很大的局限性。只有用犯罪学的理论指导犯罪对策的制定和实施 ,才能带来更有效的出路。

It is the most essential part in curbing crimes to stipulate the countermeasures against crimes . And the theories guiding the countermeasures can derive from criminology as well as from criminal jurisprudence. However, there exist great limitations in resorting to penal jurisprudence, for it is mainly concerned with the study on the penalty of crimes. Only by applying criminology methodology, as a guide to stipulating and implementing the countermeasures against crimes, can we find a more rewarding way to curbing crimes.
