The terrorist overflow has caused the attention of all countries, and how to punish terrorist actions become the focus shared by officials , scholars, and even common people. In order to effectively attack terrorist crimes, it has become a necessity to establish a set of punishing system and mechanism of high-efficiency. And a systematic and scientific punishing principle must be followed according to certain systematic punishing procedures.
