个人国际刑事责任是探讨国际犯罪的刑事责任必须直面的首要问题。从个人国际刑事责任的归责基础来看 ,它有哲学和法学两个方面。在此基础上 ,论文述及了个人国际刑事责任的归责原则、归责事由与阻却事由、实现途径与实现形式。

The international criminal responsibility of individuals is the necessary and essential problem when we discuss the criminal responsibility of international crimes. It has two academic components , i.e. , philosophy and jurisprudence, from the liability -imputing basis of the international criminal liability of individuals. On the basis of this , the author also addresses the principle of responsibility imputation, reasons for both liability imputation and protection , as well as the approach and format of realizing it.
