摘要
在全球化浪潮的席卷下,"公共领域-私人领域"的界限已日益模糊,"治理与善治"理论对世界各国也产生了不同程度的影响,NGO(non-govemment organization,非政府组织)随之成为人们关注的重点。无论是学界、政界还是普通百姓,都对其寄予了极大的希望。毫无疑问,NGO的确在一定程度上填补了政府及市场之间的空白,但这是否意味着NGO无所不能呢?本文主要以英美为例,通过分析NCO自身的局限及其与政府、市场的关系,梳理"NGO神话"背后的各种权力关系,以寻求探讨NGO发展之路的正确视角。
With the tide of globalization, the boundary between public area and private area is becoming more and more ambiguous. At the same time, the theory of governance and good governance has influenced many countries in the world at (on) different level, along with the salience of NCO comes into sight. From government to academic, or even common people, all set their hope on such newly developing organizations. There is not much doubt that the emergence of NGO supplies a gap between government and market. Many researchers have proved this from various aspects. But does that mean NGO is a nostrum that can heal any disease of modem society? Is NGO as independent as people portray it? Or NCO just a myth made up by people who are too anxious to find to solve the urgent problems in our real life? Hence, this article is trying to find the answers to these questions. With cases mainly from Britain and America, we are able to see the limit of NCO and the veritable relationship between NGO, govemment and market. Cleaning up the power context behind NGO will surely shed new light on the way for NCO to develop. NGO will do its Dart only when it comes down to the earth.
