装备制造业是一个国家科技水平、工业水平的综合体现,是国家经济实力和竞争力的集中代表。进入新世纪以来,我国理论界和政府职能部门对装备制造研究大为加强,产业政策也明确向装备制造业倾斜。随着《关中——天水经济区发展规划》的批准实施,装备制造业被列入经济区发展的重点之一。天水作为西部装备制造业的重要基地和西部地区先进生产力的代表,肩负着发挥甘肃东部桥头堡作用。天水市应紧紧抓住这一历史机遇,充分发挥各方面的积极因素和有利条件,以装备制造业为突破口,以产业集聚作为装备制造业结构调整和发展的方向,发挥比较优势和后发优势,促进天水装备制造业竞争力的进一步提升,为发展西部经济和振兴西部地区装备制造业奠定雄厚的物质基础。
