国家把天水纳入关中构成西部大开发的一个重点区域,旨在将关中—天水经济区打造成为西部大开发一个新的增长极。关中—天水经济区的战略地位主要体现在它是欧亚大陆桥的中心和西部的核心枢纽,是成渝经济区和兰州—西宁—格尔木经济区的联结点与过渡带,是西北地区通向中原的东大门。促进关中—天水经济区发展无论从国家层面还是甘肃自身来看,战略意义都十分巨大。要实施好《关中—天水经济区发展规划》,就必须进一步明确《规划》的指导思想、战略定位和发展目标。在实施《关中—天水经济区域规划》过程中,应该注意处理好地域和发展两个方面的关系,树立知易行难、敢于创新和崇尚实干的观念,用好用足《关中—天水经济区发展规划》、国务院办公厅《关于进一步支持甘肃经济社会发展的若干意见》和陕西省、甘肃省各级政府促进关中—天水经济区发展的各项政策。
