日本养老服务评价制度及其对我国养老服务事业的启示

The Japanese Evaluation System of Elderly Caring Service and Its Implications for China

面对人口老龄化的加剧,日本在提倡国民选择居家养老和机构养老服务方式的同时,为了真正保证和提高养老服务质量、规范养老服务市场,从19世纪80年代起便逐步开始探索养老服务评价制度,并将其纳入社会福利基础改革的一环,推行到全国各社区和各养老机构。日本养老服务评价制度对我国规范养老服务、提高养老服务质量具有重要的借鉴作用。但是,我国养老服务事业尚处于起步阶段,在借鉴日本经验时要注意结合我国国情,循序渐进、事先完善人才培养机制、避免服务标准与实践脱节。
