摘要
水的开发和利用,是西部大开发的核心问题之一.四川盆地虽然江河纵横,但盆中丘陵地区十年九旱,地渴人贫.对此,笔者有一梦想,就是在四川盆地中部,建一个巨型自流喷灌网络.如果成功,等于再造一个都江堰,这对川中农业和四川经济社会的发展将产生难以估量的影响.
The staff with the Disaster-Relief Office of the Ziyang Municipal Government, Sichuan Province, Huang Yuehua put forward a valuable envisagement that a gigantic spray irrigation network by gravity flow be built in the hilly middle Sichuan by diverting the water with pipes from the Minjiang River by making advantage of some 300 m natural drop in elevation in a bid to tackle the problem of this area being hit by drought 9 years.
