论我国沙尘暴的法律治理

沙尘暴已经成为 2 1世纪中国面临的最为紧迫、严峻的环境问题之一。基于此 ,本文通过对我国沙尘暴发生状况及危害性的描述 ,分析了沙尘暴发生的自然原因、人为和社会因素 ,指出人为和社会因素是导致沙尘暴产生的根本原因。治理沙尘暴 ,防沙治沙是一项复杂艰巨的社会系统工程 ,需要包括法学界在内的全社会的共同关注。正是从这一角度 ,本文试图对我国沙尘暴的治理作一些有益的探索。

Dust storm has become one of the most urgent and severe environmental problem .After description of dust storm’soccurrence and harm to the mandind and analysis of natural,artificial and social factors,the last two are pointed out to be the essential reason .Dealing with dust storm is a complicated social-system project which needs attention paid by the society including legal system .The article tries to explore the ans wer to the problem .
