试论美国西部开发的历史对我国西部地区发展策略的启示

A Study on the Inspirations of America's Moving West to China's Strategy of Developing the Western Areas

十九世纪美国的西进运动不仅是领土扩张运动,同时也是大规模移民及成功开发西部的运动,为美国能迅速成为世界上第一流的强国奠定了坚实的基础。本文从交通运输革命、依据区域优势带动经济全方位发展、政府发挥宏观调控作用、开发中必须充分利用各方面积极因素、经济发展中的环境保护等五个方面总结了美国西部开发的经验教训,并根据我国西部社会经济、地理环境实际情况提出西部地区发展策略的若干思路和设想。

America's Moving West Movement in the 19th century is not only a move of territorial expansion but also one of massive migration and successful development of the West. It lays a good foundation for turning America rapidly into the most powerful country in the world. This essay summarizes the experiences and lessons of America's development of the West in the following five ways: transportation revolution, all-round economic development based on regional superiority, governmental macro regulation and control, exercise of all positive factors and environmental protection. It also puts forward some suggestions as to China's strategy of developing the western areas.
