魏晋时期 ,由于长期战乱 ,百姓流离失所 ,辗转他乡。统治者竭心尽虑 ,采取种种措施预防流民产生 ,流民产生后又采用安抚、镇压两面手法 ,努力使流民重新安定在土地上 ,这些举措虽然有时在一定程度上纾缓了流民的悲惨命运 。
