住宅供暖的计量收费可以减少能耗，有利于节能。但由于各户使用温度及使用时间的差异，存在着各户间的相互传热。计量收费时，首先应使各户室内温度保证其“基础室温”，支付基本费用。其次满足各户的使用温度，支付使用费用。

The measurement and collecting fees of hot supply in residehce can reduce the consumption of energy and benefit with conserve energy. However, there is phenomenon of conducting hot among users' rooms due to the difference of the using temperature and time of the rooms. First the 'basic tempera- ture' of users' rooms should be ensured, and the basic fees should be paid by users. Second the using temperature of the users' rooms should be supplied, and the using fees should be paid by users.
