本文提出要从“三个代表”的高度认识高校精神文明建设的重要性,增强建设的主动性;认识精神文明建设成果巩固的艰巨性,增强工作的坚韧性。并论述了高等学校的精神文明建设应以教书育人为核心,强化责任,扎实推进。要坚持以邓小平理论和“三个代表”思想为根本指导。要制定规划,层层建立责任制,抓好基础文明。要坚持创新,不断开拓精神文明建设的新载体。

The article depicts, in terms of 'Three Representatives', the importance, activeness, toughness, and feature of everlasting of ideological and moral reinforcement at institutions; points out that the ideological and moral reinforcement at institutions should be breeding-oriented and improved firmly with high responsibility. Under the supervision of Den Xiaoping Theory: Three Representatives, the reinforcement should be carried out physically through hierarchical responsibility system and innovative media.
