大连市城建经济优先发展模式的主要特点，可以概括为：以增值城市为指针，城建先行、集约发 展、超前建设、市场经营。大连以城建经济带动城市发展，是一种独特的城市发展思路；大连城市建设“不 求最大、但求最佳”，实质上是一种“可持续发展”的城市发展思路；大连超前建设，将绿化、彩化、艺术化和 生态化同步实现；大连采取市场运营方式建设城市、管理城市，在城市建设史上演化出一个典型模式。

This article concentrates on discussing some characters of the economic development mode by giving priority to the city. construction in Dalian. Its good points may be summarized as follows:Putting the city's value-increasing as a guide,we were to give priority to the city's construction which was intensively developed ahead of time,for which the market was doing its marketing. The author pointed out that it is a kind of special train of thought in city's development for relying on the economy of the city construction to bring into operation of Dalian city's development. The thought of the city's construction of Dalian 'The biggest one is not pursued,but the finest one' is a special train of thought in the city development which is the thought of 'continuing development' in substance,the leaping over construction of Dalian city to integrate with making the city green by planting grasses and trees,colourful artistic and ecologized will be carried out simultaneously.Dalian adopts a mould of city's construction, management in marketing runner. It is a typical mould evoluted in the history of the city construction.
