按照“三个代表”的要求搞好农村党的基层组织建设，必须始终坚持以经济建设为中心，坚持 “两手抓，两手都要硬”的方针，坚持全心全意为人民服务的宗旨；必须建立健全党员教育管理机制 和党的干部队伍建设机制，必须确定一条符合本地实际的发展路子，用先进的思想文化占领农村阵 地，代表人民群众办好“实事工程”。

Do rural grassroot organization construction of the Party well according to the requirement of 'Three Representatives', our party must insist on economic construction as the center, based on the principle of ' Pay Great Attention to Material Civilization and SpiritUal Civilization at the Same Time ' based on the aim of serving the people with their whole heart; they must establish and perfect education and management mechanism of party members and cadre team construction mechanism of the Party; our party must find a development road which is accordance with the local reality, occupy rural position with the advanced ideological culture and do 'Actual Work Engineering' well on behalf of the masses.
