At present,the globally scientific and technological revolution presents a historical opportunity for expanding technological growth by leaps and bounds in Hunan.It has practical significance and actual foundation and conditions for Hunan to put the strategy of technological growth into effect.The key issue is to take relative measures,that is:to depend on the government's strength;to speed up high-tech and other industries;to promote the IT development; to invest in science and technology on an extend seale;to bring up a large group of talents with new ideas and pioeering capacity.
