摘要
加入WTO,有助于公共部门利用市场机制配置公共人力资源,改变管理观念,推动管理现代化,但是,也会加剧公共人力资源在区域间和部门间的配置失调。公共部门缓和冲击的对策选择可以是:通过强化政策扶持、财政支持等措施,加强国家对公共人力资源配置的宏观调控能力;公共部门要建立有效的激励机制,培育良性的人才环境,稳定、留住人才。
WTO entry is of helpful for public department to dispose public human resource, change management sense and promote management modernization according to market regulation. However it can also aggravate the imbalance of public human resource disposition among areas and departments. Public department can choose the following measures for cushioning effect: Tighten up the national macro-control on public human resource disposition by strengthening policy and finance support; Set up effective excitation mechanism in public department to create a favorable atmosphere for talents.
