本文从我国规章的理论和实践中的问题 ,论述了规章的基本涵义及规章的法律属性 ,分析了我国目前规章实践中存在的问题 。

This article discusses the basic meaning of regulations and its legal property on the basis of our national theory and practice in regulations. It suggests that the right of regulation constitution should be transferred to a lower level and our administrative legislation supervision should be consummated.
