简论派出所勤务制度改革

On the Reform of Duty System in Police Substations

公安派出所勤务制度是指公安派出所为了完成所担负的任务 ,有计划地实施各种警察业务活动的程式和规则。适应形势发展和自身建设的需要 ,我国公安派出所的勤务制度必须改革 ,并应按一定的指导思想、原则和要求进行 ,一是促进公安派出所勤务主体观念的转变 ,二是实现勤务方式上的两个转变 。

Duty system refers to the forms and rules which are planned to enforce all kinds of police services. To suit the demands of current situations and the constructions, duty system in police substations should be reformed according to certain rules and guiding principles: ⅰ) accelerating the change of policemen's concept; ⅱ) realizing the two changes of duty modes; ⅲ) perfecting the accessory work.
