The management reform of financial expenditure in our country have fallen behind now,which is not in harmony with the demand of Socialist Market's Economy for Public Financial Expenditure.In order to promote the justice and efficiency of financial expenditure,give full play to the mutual Conductance between Finance and Market,also improve the developing enviroment of economic society,we must quicken the tempo of financial expenditure reform,and put the centralized payment into practice as well as centralized acounting.
