从素质教育的根本目标出发来分析,现实中的学生学业负担并非一个“重”字可以概括,而是畸重畸轻。减负绝不能一概而论。为促进学生的发展,学生的负担应该是有减有加。减负必须以学生的全面发展为目标,必须以课堂教学质量的全面提高为保障。

Analyzed from the ultimate goal of quality education, students can not simply be generalized asbeing too overburdened with schoolwork. The fact is that in some aspects students are overburdened, butin other aspects they are not so burdened. Therefore under no circumstances should we reduce the stu-dents' burdens indiscriminately. To promote the development of the students, some of the students' bur-dens should be reduced, but some should be increased. Reducing the students' burdens should have thewell- rounded development of the students as its goal, and should be guaranteed by the overall improve-ment of the quality of classroom teaching.
