摘要
以中国西南地区某水电站为例介绍了生态脆弱区的非自愿移民长效补偿政策,分析了该项目非自愿移民政策的理论基础、政策特点、政策运行机制及不足之处,并提出了完善政策的几点建议。生态脆弱区的非自愿移民政策应关注投资项目与当地社会经济之间的相互影响,促进非自愿移民安置可持续发展,并促使投资项目建设与当地社会更和谐。
Taking a hydropower station in southwest region of China for an example,this article introduces the long-acting compensation policy for involuntary resettlement in ecological fragile zones,and analyzes the theoretical basis,characteristics,operating mechanism and deficiencies of the involuntary resettlement policy of this project.Some suggestions are proposed to improve the policy.It is thought that the involuntary resettlement policy for ecological fragile zones should address interactions between investme...
