以社会变迁概念作为分析视角,通过分析沙漠化地区生态移民国家战略的转变,透视建国以来社会活动是如何影响环境,而环境又是如何影响社会变迁。国家战略作为全社会的行动,既反映社会变迁的阶段,又是人对社会变迁的参与和控制,影响着社会变迁的方向。沙漠化地区早期的传统发展战略导致了环境问题的日益严重,影响了社会的发展和进步,使得人们通过移民等方式被动地应对环境的变化。在有意识的参与和控制下,国家在沙漠化地区采取以保护和改善生态环境为基础的生态移民战略,通过有计划的协调和控制,能够朝着促进社会良性运行和协调发展的进步方向变迁。
