"富民强省",是湖南省委省政府贯彻落实科学发展观,结合湖南省情提出的区域发展战略。我们基于可持续财政理论视角,从发展性和公共性两个角度论述财政政策应当如何为"富民强省"战略服务。

"Enriching People and Developing Province"is a regional development strategy combined with the situation in Hunan Province,which is put forward by Hunan Provincial Party Committee and the Provincial Government to imple-ment the scientific concept of development.Based on the sustainable finance theory,we have studied the way how fiscal policy should to be for"strong and enriching the people"strategy fromthe views of developmental finance and public fi-nance.
