Thoughts on a Sustainable Development Mode of Western Ecological Project ——A practice concerning the ecological project construction and sustainable development at Laofengkou,Tacheng,Xinjiang

新疆塔城老风口生态工程建设及运作模式的成功实践,在更深的理论层面上和更广阔的实践层面上审视西部生态工程建设持续发展的问题。老风口生态工程所创立的三位一体模式的含义:一是生态工程、生物控制、产业发展三元要素在一个层面上互相依存,互相制约,互相促进;二是生态工程、生物控制、产业发展是依次有序交叉上升的,最终实现区域的可持续发展,达到生态效益、经济效益、社会效益相统一的目的。

The successful practice of the ecological project construction and the operating mode at Laofengkou,Tacheng,Xinjiang,enables us to reconsider the issue of the western ecological project construction and the sustainable development at a more abstract theoretical level and a broader practical level.The significances of the ternary incremental ecological mode,established in the Laofengkou ecological project,are:1.The three factors-the ecological project,the biological control and the industrial development interplay,interdependent and interrelate on the same level;2.The three factors improve in turn and in order till the regional sustainable development can be fulfilled and the purpose of integrating the ecological,economic and social benefits together can be met.
